Do I have to wait 15 days before filing a MOHRE complaint?

No — and you never did. You can file as soon as your salary is overdue. The 15-day figure people quote online came from the old wage-protection regime under Ministerial Resolution 598/2022, which was repealed on 1 June 2026. It was never a personal waiting period. Under Ministerial Resolution 340/2026 your wage is due on the 1st of the month with no grace period, so from the 2nd you can call 80060 or use the MOHRE app.

When exactly is my salary legally late?

On the 2nd of the month. Since 1 June 2026, wages for the preceding Gregorian month must be paid on the 1st, and Resolution 340/2026 provides no grace period at all.

Should I file the same day my salary is late?

You are entitled to. In practice, for a one-day-late salary the strongest first step is a written reminder to your employer with a clear deadline (e.g. 7 days). Most disputes resolve at this point, and the unanswered reminder becomes evidence. If the deadline passes, file.

What if my salary has been late multiple months?

Then file now. Document each missed payment with bank-statement evidence. You can also resign immediately for non-payment without serving notice in some cases (consult MOHRE first). You may be entitled to the salary plus end-of-service even if you resign.

When Can I File a MOHRE Salary Complaint? The Rule Since 1 June 2026

When your salary is late, the panic starts: do I file MOHRE today, do I wait, will I make it worse? The reality is simpler than Reddit suggests — there is no waiting period at all, but timing still matters.

The Actual Rule

You can file a MOHRE complaint the moment your salary is overdue. No waiting period exists for a personal filing, and none ever did. Call 80060, use the MOHRE app, or visit a Tasheel centre.

Since 1 June 2026, "overdue" has a precise meaning. Ministerial Resolution No. 340 of 2026 replaced the old Resolution 598 of 2022 and set the payment date: wages for the preceding Gregorian month are due on the 1st of each month, with no grace period. Your salary is therefore legally delayed from the 2nd. The same resolution raised the WPS compliance threshold from 80% to 85%.

The "15 days" you may have read about online is a leftover from the repealed 598/2022 regime — and even then it described how MOHRE measured employer compliance, not a prerequisite for you to file. Treat any advice built on it as out of date.

What MOHRE Does to Your Employer, Day by Day

None of this is something you wait for. It runs in parallel and explains why employers often pay quickly once a complaint lands:

Day 2 onwards: warnings issued to the employer
Day 5: new work permits suspended
Day 11: administrative fines and reclassification to the Third Category
Day 16: a labour dispute is registered automatically and work permits are suspended — for employers with 25 or more staff (or groups collectively at 25 or more) in sectors such as construction, security and cleaning
Day 21: precautionary attachment of assets, travel bans on responsible individuals, and referral to the Public Prosecutor

The Smart Timing Strategy

Salary late by 1–7 days (i.e. from the 2nd)	You may file straight away. Practically, send a polite written reminder with a 7-day deadline first and save the message. Most cases resolve here.
Deadline missed	File the MOHRE complaint. Attach the unanswered reminder. Strong case.
Two or more weeks late	File immediately if you have not already. By this point your employer is deep into MOHRE's escalation ladder — fines and permit suspensions on top of the breach of your contract.
Multiple months late	File, and consider that you may be entitled to resign without notice plus end-of-service benefits.
