Golden Visa Through Property in Dubai: The AED 2 Million Rule Explained [2026]
Property is the most popular route to a UAE Golden Visa, and the one with the most confusing advice online. Agents quote rules that differ from developer brochures, which differ again from official pages. This guide sticks to what Dubai Land Department (DLD), GDRFA Dubai, ICP and the UAE Cabinet actually publish, and flags where they disagree.

The core rule: AED 2 million
Every official source agrees on the headline figure. DLD's Golden Visa investor service (page updated September 2026) requires property with a value of at least AED 2 million, owned by the investor, as one or more properties. DLD's service description specifies the purchase value at the time of purchase. The permit is a 10-year renewable residence, confirmed by DLD, GDRFA and ICP.
What counts towards the AED 2 million
Multiple properties
Allowed. GDRFA accepts "a property or a group of properties with a total value of no less than AED 2 million".
Joint ownership
GDRFA states that where you own a share in a jointly owned property, your share must be worth at least AED 2 million. DLD's own platform allows spouses to share one property, with an attested marriage certificate: if the jointly owned property is worth less than AED 4 million, one spouse applies as the main holder and sponsors the other. Note that DLD's service page also says the property must be "wholly owned by the investor", so co-owners should confirm their situation before buying.
Mortgaged property
Accepted since the 2022 reform. DLD requires a no-objection letter from the bank "indicating the paid amount and the balance", and GDRFA confirms mortgaged property is acceptable. This is where official sources diverge. GDRFA's property owner page says that if at least AED 2 million of the property's value has been paid, the owner is entitled to golden residency, while DLD's current page focuses on the property's value. We could not find an official page that settles how much equity a mortgaged buyer needs, so ask DLD directly before relying on a mortgage.
You may see claims that a February 2026 federal circular removed all paid-amount requirements. We found no such circular on any official website, and DLD's September 2026 page still asks for the paid amount and balance.
Off-plan property
The April 2022 Cabinet announcement confirmed that investors can obtain golden residence when buying one or more off-plan properties worth at least AED 2 million from approved local developers. No current Dubai page states exactly how much must be paid on an off-plan unit before you can apply. Abu Dhabi is explicit (see below).
Land
GDRFA's property owner visa page says the property must be habitable and entirely constructed. We found no official page confirming that bare land qualifies.
The lien: you are expected to keep the property
GDRFA requires a lien on the property "to ensure the continuity of ownership throughout the validity of the Golden Residency". No official source we found explains what happens if you sell the property or default on the mortgage, whether there is a grace period, or whether you can switch to a replacement property. Do not rely on any agent's answer to these questions without written confirmation from DLD or GDRFA.
Documents, fees and processing time
- Where to apply: DLD's Al Manara Centre (Cube), the Golden Cube at Dubai World Trade Centre, or DLD's registered trustee offices. DLD requires the applicant to be inside the UAE and to attend in person.
- Valuation: the value is certified through a DLD property status statement, and a valuation certificate from a DLD-licensed valuer may be accepted.
- Fees: DLD lists AED 9,884.75 in total for the main applicant, including a DLD fee of AED 4,020.
- Processing: 7 to 10 business days according to DLD.
- Also needed: UAE health insurance and a passport valid for at least six months, per ICP.
Abu Dhabi is stricter
Abu Dhabi's official residency pages require property worth at least AED 2 million bought "outside a mortgage". Mortgages must be with national banks and your own equity must be at least AED 2 million: on a AED 5 million property, the mortgage cannot exceed AED 3 million. For off-plan property, you need proof that at least AED 2 million has already been paid to an approved developer.
Not at AED 2 million? Other property visas
- Retirement visa (age 55+): a 5-year permit with property worth AED 1 million, among other options. This is a separate visa, not a Golden Visa. See our comparison of Golden, retirement and Blue visas.
- 2-year investor visa: DLD's investor visa service (updated September 2026) lets an owner apply regardless of property value, with co-owners needing a share worth at least AED 400,000.
Buying to let? Know your landlord obligations
If your Golden Visa property is rented out, Dubai tenancy law applies to you as a landlord: Ejari registration, 90 days' written notice for any rent change, and increases capped by the RERA rental index under Decree No. 43 of 2013.
